Mr. Ellsworth Garlit Gonzales, born and raised in Davao Province but whose parents trace their roots in Pangasinan, has a degree in Community Development from the University of the Philippines in Diliman and a Master in Business Administration from the University of Pangasinan. Prior to his appointment as a Provincial Government Department Head at the PPCLDO in 2017, Mr. Gonzales cut his teeth in development work in various capacities at Ugnayan ng Pahinungod System in UP Diliman, World Bank-funded projects in Mindanao and at North Luzon Quadrangle Development Authority in San Fernando, La Union.

He presently holds simultaneous leadership positions in regional and national program organizations, most notably: President of the Liga ng mga Cooperative Development Officers sa Pilipinas-Region I (LCDOP-Region I), President of Federation of League of Population Officers and Workers of the Philippines-Region I (FLEPOWPHIL-Region I), National Vice President of FLEPOWPHIL-National Chapter, and National Auditor of LCDOP-National Chapter.

He was recognized in 2019 by the Commission on Population and Development through the Kaunlarang Pantao Awards as among the leading Provincial Population Officers in the Philippines and in Region I.

He currently lives in Mangaldan with his wife and three children.
