Board Member Jeanne Jinky Carvajal Zaplan is the president of the Liga ng mga Barangay Pangasinan Chapter. She is the chairman of the Committee on Barangay and Rural Development, Public Order and Safety.

Prior to her election as the LIGA president, she served as municipal mayor of Santa Barbara, Pangasinan from 2004- 2007 and as Municipal Liga President.

Born on March 17, 1997, in Mangaldan, Pangasinan, BM Jinky is married to Santa Barbara mayor Carlito Zaplan and shares four children named Lloyd Jethro, Lathara Justine, Lizette Jeanne, and Linjoln Jace.

She attended Legarda Elementary School in Manila for her primary education and St. Joseph College in Quezon City for her high school studies. She took a Bachelor of Science in Mass Communication from the University of the Philippines, Diliman.
