Provincial Orientation on the Pambansang Pabahay: Zero ISF 2028 Program in the Province of Pangasinan

In support of the flagship program of the national government in the provision of decent and affordable shelter, the Provincial Government of Pangasinan, thru the Provincial Housing & Urban Development Coordinating Office (PHUDCO) in partnership with the Department of Human Settlements & Urban Development (DHSUD), conducted the Provincial Orientation on the Pambansang Pabahay para sa Pilipino : Zero IS 2028 Program (4PH) on December 20, 2022, and held at the Pangasinan Training & Development Center I, Capitol Compound, Lingayen, Pangasinan.

The 4PH Program targets to build one million houses per year or a total of 6 million units in six (6) years in the entire country. This is to address the housing backlog of 6.5 million units, especially the informal Settler families (ISFs) who live I in evictions danger areas (i.e. shorelines, riverbanks, garbage dumps, esteros, under the bridge) and those affected by government infrastructure projects and court-ordered demolitions and involving homeless and underprivileged families.

Based on DHSUD Department Circular No. 2022-004, the 4PH Program seeks to prioritize the lowest 30% income decile of the population and low-wage earners as primary beneficiaries of the program.

The Local Government Units (LGUs) act as the lead proponent in the implementation of the housing projects under the 4PH Program and will be tasked to formulate local policies and programs to support and facilitate project financing, construction, and property management including the necessary financial and social services assistance for the target beneficiaries.

To jumpstart the 4PH program in Pangasinan, a Memorandum of Understanding (MOU) will be executed between the Province and the DHSUD, and a Technical Working Group (TWG) will be created to oversee the implementation of the program in Pangasinan.

To ensure proper and humane relocation of Informal Settler Families (ISs) residing in danger areas to the designated resettlement sites, the Presidential Commission for the Urban Poor (CUP) and the Provincial Government of Pangasinan, thru the Provincial Housing & Urban Development Coordinating Office (PHUDCO), Local Government Units (LGUs) and its functionaries, conducted series of consultation / dialogue with Informal Settler Families (ISFs) in the municipalities of Binmaley and San Fabian, Pangasinan during the 3rd Quarter of 2022.

Pertinent provisions of the Urban Development & Housing Act of 1992 (R.A. 7279), the Magna Carta of the Poor (R.A. 11292) were discussed and explained to the affected target beneficiaries of the Binmaley Resettlement site in Brgy. Papgueyan, Binmaley and San Fabian Resettlement site in Brgy. Cayanga, San Fabian, Pangasinan.

The guidelines and policies crafted by the Beneficiary Selection, Awards and Arbitration Committee (BSACC) were also discussed to inform the target beneficiaries of the documentary requirements needed for the house and lot entitlement as well as the terms and conditions on the occupancy of the awarded housing units at the resettlement site.

The PHUDCO was instrumental in providing technical assistance to LGUs, especially in the preparation of the Guidelines and Policies on Beneficiary Selection, Awards and Arbitration as well as coordination with the National Housing Authority (NHA) for the implementation of the resettlement projects under the Resettlement Assistance Program for Local Government Units (RAP-LGU).

Strengthening of Partnership Between the Province of Pangasinan and the Department of Human Settlements & Urban Development (DHSUD) and its Attached Key Shelter Agencies (KSAs) and the Presidential Commission for the Urban Poor (PCUP)

The housing program of the province under the administration of Governor Ramon V. Guico gained headway with the signing of a Memorandum of Agreement (MOA) for strengthening of partnership and linkages between the Provincial Government of Pangasinan and the Department of Settlements and Urban Development (DHSUD) and its Shelter Agencies (KSAs), namely: National Housing Authority (NHA), Home Development Mutual Fund (Pag-IBIG Fund), Social Housing Finance Corporation (SHFC) and National Home Mortgage Finance Corporation (NHMFC) and the Presidential Commission for the Urban Poor (PCUP).

The Governor, by virtue of Sangguniang Panlalawigan Resolution No. 787-2022, signed the MOA on behalf of the Province of Pangasinan with the Department of Human Settlements and Urban Development (DHSUD) represented by Assistant Secretary Hanica Rachael Arisha J. Ong; Atty. Junefe G. Payot, Executive Vice-President of the SHFC; Ms. Brenda T. Cao, Department Manager III, Pag-IBIG Fund; Mr. Renato Tobias, President of NHMFC and Mr. Joeben A. Tai, General Manager of the NHA.

The event coincided with the National Shelter Month Celebration held every Octoberof each year pursuant to Proclamation No. 662 issued by President Fidel V. Ramos on September 27, 1995.

Stakeholders in the housing industry gathered at the Pangasinan Training & Development Center I, Capitol Compound, Lingayen, Pangasinan on October 18, 2022 to be part of the activities that showcased the housing projects of the Key Shelter Agencies (KSAs) including those undertaken by private real estate developers in the province.

One of the highlights of the event is the awarding and recognition of complaint Local Government Units (LGUs), Homeowners Association and Developers in the category of Outstanding Homeowners Associations, Approved Comprehensive Land Use Plans for CY 2022 with Enhanced and CDRA Mainstreamed, Approved Local Shelter Plans (LSPs) and the Developers with the highest units produced for the period 2018-2022.

In said event, the Provincial Government of Pangasinan received a Plaque of Commendation from the DHSUD “in recognition of a strong institution and catalyst for the provision of adequate and affordable housing, inclusive human settlements and well-planned communities for every Pangasinense family.”

Urban Development Coordinating Office (PHUDCO) also from the DHSUD recognizing the meritorious role of the National Shelter Month. It also recognizes PHUDCOs’ forts and constant support in Building, Adequate, Livable, mmunities espousing the DHSUD’s vision of a strong institution and catalyst for the provision of adequate and affordable housing, inclusive human settlements and well-planned communities for every Filipino family.

In celebration of the Urban Poor Solidarity Week (UPSW), the Presidential Commisssion for the Urban Poor (PCUP) presented a Certificate of Appreciation to the Provincial Government of Pangasinan on December 7, 2022 at the PCUP Central Office, Quezon City. The award is a testimony to the outstanding performance of the Province in the delivery of successful projects beneficial for the underprivileged and homeless in the province.

During the observance of UPSW, the CUP give recognition to distinguished stakeholders who have made outstanding contributions and efforts in alleviating the plight of the urban poor through remarkable programs and services that promote the well-being of the country’s urban poor communities.

The UPSW, by virtue of Proclamation 367 signed in 1998, is celebrated on Dec. 2 to 8 of every year.
